Set within Mongkok, Hong Kong, an area known as the most crowded in the world, a schizophrenic ex-con views his Mongkok surroundings as a prison he can't get out of after he is released from a 30 years jail sentence.

Police Chief Wai dedicates himself to combating the triads. However, finding evidence to prove the triad leaders' crime is no easy task, and sending undercover cops does not help much. While triads get the news about the massive undercover activity, triad leaders Jim, Walter, and Tommy, each running a certain business for the low-profile triad head, do not quite believe it as a threat. But when Tommy almost gets caught, the triad leaders, including the rising Fei, start to worry about their own established interests. Wai is indeed quietly observing their internal conflicts and planning to strike back.

Ann Hui’s darkly realistic Night and Fog starts at the end of the story: a man murders his wife and, based on statements by unreliable witnesses, the film goes on to investigate how things could have got this far and what kind of man was able to kill his family.
